BRUCELLOSIS AND CALVING INTERVAL



IMPACT OF BRUCELLOSIS AND OTHER FACTORS TO THE CALVING INTERVAL OF DAIRY COWS IN BORDER AREA OF KLATEN AND BOYOLALI

ABSTRACT
Brucellosis is an endemic disease in Indonesia, which has been influence to the reproduction performing of cows. Border area of Klaten-Boyolali has a high risk of infecting brucellosis due to high cattle traffic in both districts. This study aims to investigate the effect of brucellosis and other risk factors to calving intervals on dairy cows in Klaten.
This cross-sectional study involved three hundred and fifty three dairy cows from one hundred and forty six farmers. Brucellosis was diagnosed using RBT and CFT. Calving interval datas were collected base on farmers’ recording, the risk factors were obtained by questionnaires include: general information, typology of the farmers, the type of cows, the number of cows, farming management, the farmers’ knowledge, and the cow’s individual data.
Eleven of three hundred and fifty three dairy cows (3.1%) suffered brucellosis, but it did not impactt to the calving interval performance. Some factors that prolonged the calving interval, those factors were:cows’ first postpartum estrus, metritis history; abortion in the third trimester of pregnancy, the cows are from Jatinom Market. On the other hand, not having brucella vaccine reduces the dairy cows’ calving interval length.

  1. INTRODUCTION
According to Director General of Animal Husbandry Regulation No. 59 / 2007, brucellosis is one of twelve strategic contagious animal diseases. Brucellosis is also one of the most important zoonotic diseases in the world. Brucellosis causes a decrease in milk production, abortion, weak newly born calves, weight loss, infertility and disability. Brucellosis is also a major inhibiting factor in the livestock trade. Therefore, it is also a disease with considerable economic impact (Bernues et al. 1996 and Rompis, 2002).
In cattle, brucellosis mainly infects cows. Bulls can also be infected but they do not directly spread the disease. Brucellosis in cattle is caused by the Brucella abortus bacterium which causes abortion in the last trimester and infertility. Brucellosis is an endemic disease in Indonesia, it spreads in almost all provinces.
Dense area of dairy cows in Klaten District has a high risk of having brucellosis, because it borders on the district of Sleman and Boyolali District, which are believed to have a high incidence of brucellosis. There is no official information on the prevalence of brucellosis in Boyolali and Sleman district until now. Kemalang, Karangnongko, Jatinom, and Tulung Sub District have a high traffic for dairy cows and dairy cow trade into Boyolali Livestock Market. It is one of the largest livestock markets in Central Java.  As a result, the possibility of getting the animals infected by the disease is quite high. This study aims to investigate the effect of brucellosis and other risk factors to the calving intervals of dairy cows at Klaten District area, which has a high risk to be infected by the disease.

  1. RESEARCH METHODOLOGY
2.1 Research Sites
The study was conducted at Klaten District, the area which has a high risk to be infected by brucellosis, has a high population of dairy cows, and borders on Boyolali District. The sites are Kemalang, Karangnongko, Jatinom, and Tulung Sub District.
2.2 Data Collection
A semi-structured questionnaire is used to collect information which was relevant to the investigation of the epidemiology, such as typology of farmers, farmingexperience, type of cattle, farming management system, cattle density, and data covering cattle’s origin, age, vaccination status, gender, and reproductive performance. Before the study, the questionnaires are delivered to some respondents to test their validity and reliability.
2.3 Study Design
Cross-sectional epidemiological studies are used to investigate the effects of brucellosis and its risk factors to the calving interval. To calculate the sample size, the formulas of Martin et al., 1988, is used, n = 4PQ/L2. Ninety five per cent confidence level and five per cent error are desired. The temporary prevalence used was the prevalence of Laboratory Type B survey results in Surakarta, Central Java Province, which is 2.617%. Total sample are two hundred and eighty six cows. Assuming that each farmer has two cows, the sample consists of one hundred and forty three farmers
 2.4 Sampling Method
The sampling method used is a dual stage, simple random, proportional, and clusters. Blood specimens are collected from all cows owned by elected farmers. In this study the amount of blood specimens are obtained from three hundred and fifty three dairy cows from one hundred and forty six farmers. Serum screening for brucellosis are tested by using RBT, RBT positive serum and further by CFT.
2.6 Research Variables
The variable in this study are the calving interval as the dependent variable (X), and the factors that are assumed to have a relationship with the incidence of brucellosis as an independent variable (Y).
Screening test consisting RBT and the CFT confirmation test are used in this study. Any samples that showed positive results in RBT will be followed by CFT as a confirmation test. Both tests are conducted in Disease Investigation Centre (BBV) Wates.
 2.8 Data Analysis
Data collected from the questionnaires and laboratory tests are processed by multivariate analysis using software Statistix for Windows Version 7. Linear regression models are used to determine the effect of brucellosis and other factors on calving interval.



3.      RESULTS
The results of factor analysis calving intervals without intervention of variables.

The analysis shows the value of Adjusted R-squared (Adj.R ²) is 0.4967. Constant confidence level is 0.000 and the test results with the Wilk-Shapiro Approximate is 0.9016 (Figure 1). After that CFT variable is forced. The result is the level of confidence for CFT variable is 0.645 and its Adj. R ² is 0.4949. Moreover, its test results with the Wilk-Shapiro Approximate amount is 0.9006, with the image of regression residual plot in fanning shaped and left-leaning histogram.
To obtain a better model, a transformation is carried out on the dependent variable by using the inverse transformation, BCALVIN = 1 / (CALVINTER). Transformed dependent variable model appear better than the model before the transformation. Adjusted R-squared value (Adj.R ²) becomes 0.5149. Constant confidence level is 0.000 and the test result with the Wilk-Shapiro Approximate is 0.9690. In this equation the function used is the inversed transformation, BCALVIN = 1 / (CALVINTER). The result of the transformation model is better than the one before the transformation but it cannot be applied in the field.
As a consequence the model applied in the field is the model before the transformation. The equation model obtained for the calving interval is based on linear regression analysis before transformation, which is:

4. DISCUSSION
The first postpartum estrus (ESTRUSI) is positive on calving interval (+ 0.79597). The late appearance of first postpartum estrus will add the value of the cows’ calving interval - the later the first estrus, the longer the calving interval. This is in accordance with the reproductive cycle – the period needed for the estrus is proportional to the period needed for the calving interval. The length of the calving interval is the accumulation of the period needed for the emergence of the first estrus until the breeding and the period of the pregnancy (Bath, 1985 and Parkinson's disease and Barrett, 2010). In addition, Lobago (2007) explains that the calving interval has two components, the calving-to-conception interval and period of pregnancy. Calving-to-conception interval is related to the return of the cow’s estrous cycle and the accuracy in the estrus detection.
Reproductive health has a positive relationship to calving interval. Cows suffering from metritis will increase their calving interval for 1.89004 months. Cows suffering from metritis will take time for recovery.  As a result, the calving interval of the cows suffering for metritis will be longer than the ones which do not suffer for metritis. Some previous studies describe that metritis can reduce pregnancy rate up to 30%, while the clinical endometritis can lower pregnancy rate of 27%, and subclinical endometritis can reduce pregnancy rate up to 51% (LeBlanc, 2005). While suffering metritis, the uterus does not support the development of the embryo properly.  As a consequence, the embryo will die in a short period of time after the conception. A small number of abortion caused by metritis happen at 2-4 month pregnancy. Although metritis can be cured, the cow’s fertility cannot be as normal as it was before suffering for metritis. Moreover, its mean for SC will be higher than before which may cause abortion, salphingitis or even sterile (Parkinson, 2010). In addition, metritis causes irregular estrous cycles (Bath, 1985). Therefore, the cows which suffer for metritis have longer reproductive cycle than those which never suffer for metritis.
Preconception service has positive value in 0.92946 for calving interval. Cows that have 1 value of SC will add calving interval period of 0.92946 x 1 month. The bigger the value of SC a cow has, the longer period of calving interval it has. To achieve the ideal calving interval (12 months), the SC must also be ideal, which is once. In the reproductive performance of dairy cows, preconception service will always be proportional to the calving interval (Parkinson and Barrett, 2010). The period between the last time the cow gives birth up to a successful breeding resulting in pregnancy depends on the success of the breeding. Lobago (2007) explains that inefficiency of estrus detection is one of the factors that lead to the longer calving intervals. The accuracy of estrus detection and insemination time determine the success of conception (Stevenson, 2001 and LeBlanc, 2005).
Incidence of abortion in the third trimester of gestation (SEMBLNBUL) associates positively to calving interval. The cows having abortion in the third trimester have their calving interval increase by 2.01464. Abortion in the third trimester of pregnancy means increasing the length of the calving interval of at least six or seven months. If the cows have given birth three times or more, each calving interval will increase up to one or two months. Another possibility is that the length of calving interval is an indirect effect of the factors that cause abortion. Some factors that cause abortion are trauma, nutrition or infection, which may lead to the disruption of reproductive functions (Parkinson, 2010). Abortion can initiate the metritis, placenta retention, and temporary infertility in cows, which increase the length of calving interval (Mangen et al., 2002, Asmare et al., 2010, and Megersa et al., 2011).
The cows from animal market Jatinom (TINOM) have a positive influence on calving interval. Every cow that comes from the animal market Jatinom has increasing calving interval to 3.02256 months. Jatinom market is a major destination market for the trading of beef cattle, only a small amount of dairy cattle are traded there. The dairy cows from Jatinom Market are the result of cross breeding with beef cattle, so there can be an alternation of the cows’ reproductive function compare to the one with the pure line. Praharani et al. (2010) explains that the reproductive performance of Friesian Holstein cows from cross breeding with Ongole are lower than the Friesian Holstein cows -  in this case the parameters used are the pregnancy percentage and the period of postpartum estrus.  Cow breeding is associated with reproductive performance especially on conception rate, conception rate differences will cause differences in pregnancy rate and calving interval (Dillon et al., 2003).
The status of vaccination against brucellosis (VAKSINBRU) has a negative effect on calving interval. Cows which are not vaccinated by brucellosis vaccine will have reducing calving interval of 2.7 months. In contrast, if the cows are vaccinated, the calving interval will increase. In conclusion, it is better to not having the cows vaccinated so that they have longer calving interval. Brucellosis vaccination was done six months ago, at the time of interview, by S-19 type of vaccine. The vaccinated cows were not pregnant. S-19 vaccines were given to mature cow to gain immunity against brucellosis. The effect of S-19 vaccination is the persistent antibodies in the cattle (Lopez, et al., 2010). The data obtained indicate that all the vaccines used in the study area is the S-19 brucellosis vaccine and only thirteen cattle that have been vaccinated are included in the study. Every cattle vaccinated with the S-19 will have a positive reaction to the RBT (Samartino et al. 2000). Table 18. shows that there are six cows that have been vaccinated but do not lead to brucellosis positive RBT. The effect of S-19 vaccination occurs on the pregnant female, which may cause abortion (Monreal et al., 2003).
Six variables in the model of linear regression analysis are first estrus postpartum, metritis, SC, abortion in the third trimester of pregnancy age, the cattle’s origin (from Jatinom Market) and brucellosis vaccination status. These variables must be considered in order to increase livestock productivity by minimizing calving interval. The results of linear regression analysis also showed that there is no effect of brucellosis on calving intervals of dairy cows.

5. CONCLUSION
There is no effect of brucellosis on calving interval. Calving interval of dairy cows in the study are affected by the first postpartum estrus, metritis, SC, abortion in the third trimester of pregnancy, the cattle’s origin (from Jatinom Market) and brucellosis vaccination status.

PERHITUNGAN EKONOMI AKIBAT BRUCELLOSIS PADA SAPI DI DAERAH RESIKO TINGGI KABUPATEN KLATEN

PENDAHULUAN
Brucellosis adalah salah satu dari 12 jenis penyakit hewan menular strategis (Perdirjen No. 59 Th. 2007). Brucellosis merupakan salah satu penyakit zoonosis yang penting di dunia. Hampir semua hewan domestik dapat terinfeksi (kecuali kucing). Menyebabkan penurunan produksi susu, abortus, anak lahir lemah, penurunan berat badan, infertilitas dan kepincangan. Brucellosis juga merupakan faktor penghambat utama dalam perdagangan tenak, hal itu menyebabkan brucellosis juga sebagai salah satu penyakit dengan dampak ekonomi cukup besar (Rompis, 2002 dan Bernues at al. 1996)
Pada sapi brucellosis merupakan penyakit penting terutama untuk sapi betina. Sapi jantan dapat juga terinfeksi tetapi tidak secara langsung menyebarkan penyakit. Brucellosis pada sapi disebabkan oleh bakteri Brucella abortus  yang menyebabkan  abortus pada  trimester terakhir & infertilitas. Dalam daftar klasifikasi penyakit OIE brucellosis termasuk dalam daftar penyakit B. Bakteri ini merupakan bakteri intraseluler  yang memiliki daya tahan tinggi, dapat disembuhkan dengan antibiotik tetapi secara ekonomi terlalu tinggi biayanya sehingga tidak dapat diaplikasikan untuk pertenakan. Brucellosis merupakan penyakit endemis di Indonesia  hampir di seluruh provinsi di Indonesia (Kecuali Bali & Lombok) yang merupakan  biotype 1( Richey and Harrel, 1997 dan Putro, 2009).
Gejala klinis pada sapi betina adalah terjadinya abortus pada trimester terakhir baik secara individual atau kelompok besar  berkisar 30-80%, Stillbirth (lahir mati), retensi plasenta dan metritis (radang uterus) sehingga menyebabkan infertilitas bahkan pada kasus tertentu menyebabkan sterilitas permanen. Pada sapi jantan dapat menyebabkan terjadinya orchitis, epididymitis, seminal vesiculitis, arthritis atau hygroma pada sendi kaki ( pincang) (Putro, 2009 dan Rompis, 2002) . Pada manusia pertama kali ditemukan di Pulau MALTA pada seorang tentara oleh Dr. David Bruce tahun 1887, sehingga gejala pada manusia dikenal sebagai demam malta atau demam undulan (undulant fever, fluctuating fever, irregular fever) menggigil, depresi, kelemahan umum, pusing kepala, nyeri sendi di sekujur tubuh.
Prevalensi di Indonesia sangat bervariasi karena kondisi geografis dan budaya di Indonesia yang sangat bervariasi.  Prevalensi reaktor bervariasi hal ini kemungkinan disebabkan oleh system surveilans, pencegahan dan pemberantasan dimasing-masing daerah yang belum sesuai dengan kaidah epidemiologi. Sebagai salah satu contoh adalah di Kabupaten Klaten, dalam kurun waktu hampir 10 tahun terakhir hasil surveilans laboratorium tipe B Provinsi Jawa Tengah belum pernah mendapatkan hasil RBT positif konfirmasi CFT positif. Pada tahun 2010 hasil surveilans Laboratorium Tipe B Provinsi Jawa Tengah menunjukkan ada 6 sampel RBT positif kemudian dilanjutkan uji CFT di BBV Wates menunjukkan 5 sampel Positif brucellosis. Sebagai daerah tertular baru maka perlu serangkaian kegiatan yang bertujuan mencegah penyebaran penyakit, mengendalikan penularan kedaerah lain dan pemberantasan (Rompis, 2002 dan Thrusfield, 2007).

KERUGIAN EKONOMI AKIBAT BRUCELLOSIS PADA SAPI
            Kerugian ekonomi akibat brucellosis sangat besar, terutama didaerah endemis. Kerugian ini ada yang berdampak langsung pada sistem produksi peternakan serta pengeluaran ekstra dan dampak tidak langsung. Dalam penghitungan kerugian ekonomi digunakan Parameter epidemiologi, Parameter ekonomi, hasil study dan penelusuran pustaka, data survey Laboratorium dan kondisi penanganan saat ini.
Dampak Langsung
            Dampak langsung pada sistem produksi peternakan adalah penurunan produksi susu pada sapi perah, penurunan berat badan pada sapi potong, adanya perinatal mortality, abortus, infertilitas dan penurunan harga sapi, selain itu ada pengeluaran ekstra yang disebabkan karena peternak terpaksa tukar tambah ternak akibat abortus atau terjadi infertilitas. Penurunan produksi susu dapat dibedakan menjadi 3 yaitu; akibat langsung kehilangan produksi susu, kehilangan susu akibat meningkatnya interval beranak dan kehilangan susu akibat meningkatnya kejadian abortus. Penurunan berat badan juga dibedakan menjadi 3 penyebab yaitu; penurunan berat badan sebagai akibat langsung, kehilangan berat badan sebagai akibat meningkatnya periode interval beranak dan kehilangan berat badan akibat meningkatnya kejadian abortus ( Singh and Prasad, 2008). Menurut Bernues at al. 1996  angka abortus pada brucellosis berdasarkan berbagai studi adalah antara 10%- 50%, tetapi biasanya diambil nilai yang paling sering muncul yaitu 15%. Infertilitas berakibat keterlambatan kebuntingan berikutnya, di peternakan rakyat Indonesia dapat berkisar antara 3-5 bulan, sehingga dapat diambil rata-rata 4 bulan. Brucellosis menyebabkan perinatal mortality, beberapa literatur menyebutkan kisaran angka 5% – 20% dan dapat diambil nilai yang paling sering muncul adalah 10%. Perlu diperhitungkan juga opportunity cost merupakan biaya kenaikan jumlah pakan karena berat badan yang menurun, hilangnya ternak muda, perawatan dan pengobatan dan lain-lain yang diasumsikan 20% dari biaya pemeliharaan sapi. Pengeluaran ekstra yang harus dikeluarkan adalah biaya program pencegahan, pengendalian dan pemberantasan, diantaranya adalah penggantian biaya untuk tukar tambah ternak, disposal dan desinfeksi, sosialisasi kepada masyarakat, surveilans dan vaksinasi. Selain hal-hal tersebut karena brucellosis merupakan penyakit zoonosis maka akan ada kergian sebagai dampak penurunan produktivitas kerja akibat sakit yang diderita pekerja atau peternak.
Dampak Tidak Langsung
            Kerugian ekonomi sebagai bentuk pengaruh tidak langsung terhadap ekonomi daerah diantaranya adalah; penurunan peluang penjualan sapi keluar daerah  akibat seleksi terhadap daerah asal sapi, penurunan pendapatan daerah (PAD) akibat menurunnya penjualan sapi keluar daerah dan penurunan image daerah tentang kualitas sapi. Penurunan image  daerah tersebut akan membutuhkan waktu yang lama untuk memperbaikinya. Untuk memperbaiki semua dampak tidak langsung tersebut maka perlu program pencegahan, pengendalian dan pemberantasan yang terpadu dan terukur sesuai dengan kaidah-kaidah epidemiologi.

DAERAH RESIKO TINGGI TERHADAP BRUCELLOSIS DI KABUPATEN KLATEN
Potensi Wilayah
            Kabupaten Klaten merupakan daerah yang memiliki potensi pertanian dan peternakan yang cukup tinggi. Kabupaten Klaten terdiri atas 26 kecamatan, dimana masing-masing kecamatan memiliki potensi yang berbeda-beda. Ada kuarng lebih 8 kecamatan yang memiliki populasi sapi diatas 3000 ekor, 5 kecamatan wilayah utara dan 3 kecamatan diwilayah selatan. Kecamatan-kecamatan yang memiliki resiko tinggi tertular brucellosis adalah wilayah utara yang berbatasan langsung dengan Kabupaten Boyolali. Dianggap beresiko tinggi karena memiliki mobilitas keluar masuk ke pasar hewan Boyolali yang cukup tinggi, sementara kita ketahui Boyolali merupakan daerah endemis Brucellosis dan pasar hewan Boyolali termasuk salah satu pasar hewan terbesar di Jawa Tengah sehingga kemungkinan mendapatkan ternak-ternak bermasalah dari berbagai daerah cukup besar. 
            Kecamatan yang berbatasan dengan Kabupaten Boyolali yang dimaksud adalah perbatasan bagian utara yang merupakan daerah sentra sapi perah.
 
4 kecamatan yang berbatasan langsung dengan Kabupaten Boyolali adalah Kecamatan Jatinom, Tulung, Karangnongko dan Kemalang. Dari ke 4 kecamatan tersebut 2 diantaranya yaitu Jatinom dan Tulung merupakan wilayah dengan populasi sapi perah terbesar di kabupaten Klaten dan memiliki akses dengan Kabupaten Boyolali yang paling mudah. Sedangkan Kecamatan Karangnongko dan Kemalang sebagian kecil ke pasar hewan Boyolali dan sebagian besar ke pasar hewan Prambanan. Dengan demikian sebagai prioritas utama dalam pencegahan, pengendalian dan pemberantasan Brucellosis adalah kecamatan Jatinom dan Tulung.
            Jenis ternak sapi yang ada di ke 4 kecamatan tersebut adalah sapi potong (Peranakan Ongole, Simental, limousin) dan sapi perah (PFH). Sapi jenis PFH sebagaian besar di wilayah kecamatan Jatinom dan Tulung. Populasi ternak sapi yang berpotensi sebagai reaktor brucellosis pada ke 4 kecamatan tersebut adalah:
Sebagai prioritas utama sasaran program kegiatan pencegahan, pengendalian dan pemberantasan Brucellosis adalah Kecamatan Jatinom dan Tulung, dengan populasi target adalah:

Strategi Pemberantasan
            Pada umumnya Brucella memiliki target pada organ reproduksi jantan dan betina pada usia dewasa kelamin. Hewan yang terinfeksi berfungsi sebagai reservoir dan biasanya terus berlangsung tak terbatas. Bakteri ini bersumber pada hewan yang terinfeksi, dapat bertahan pada lingkungan yang lembab untuk beberapa bulan lamanya (Quinn et al.,2002). Penularan biasanya terjadi melalui membrana mukosa saluran pencernaan, veneral contact,  konjungtiva, penetrasi pada kulit yang luka, inhalasi atau transplasenta. Sebagian besar kasus yang berada di Indonesia penularannya melalui pencernaan. Abortus terjadi setelah usia kebuntingan 5 bulan dan kebuntingan selanjutnya sapi menjadi bersifat karir. Pada anak sapi infeksinya terbatas, berbeda dengan sapi dewasa dimana infeksinya dapat persisten selama bertahun-tahun pada glandula mamari dan nodus limpatikus (Quinn et al., 2007, Salmani et al. Journal, 2009 dan Talaro et al., 2002).
Mengingat kondisi di Indonesia yang sangat bervariasi, maka keberhasilan program pemberantasan sangat tergantung pada pendekatan yang digunakan. Melibatkan komponen masyarakat dalam program pemberantasan sangat penting. Peran serta dan kesadaran masyarakat sangat membantu keberhasilan program, apalagi sistem peternakan di Kabupaten Klaten yang tradisional dan dalam skala kecil. Hal ini berarti ternak merupakan aset kekayaan dan tumpuan hidup masyarakat (Rompis, 2002).
 Pada dasarnya dikenal dua strategi pemberantasan apabila prevalensi reaktor lebih dari 2% maka pemberantasannya dengan vaksinasi, sedangkan jika kurang dari 2% lazimnya dengan test and slaughter (CFT +), untuk selanjutnya terus dilakukan surveilans (Rompis, 2002 dan Putro 2009). Kabupaten Klaten tergolong dalam daerah sporadis ringan karena  Apperent prevalence nya adalah 2, 617% (dari 191 sampel yang diambil 5 sampel (+) CFT), sedangkan jika dihitung True prevalence / prevalensi sebenarnya diperoleh 3,02%:

Prevalensi sebenarnya=  =  = 0,0302
Mengingat adanya keterbatasan dana dalam program pengendalian dan pemberantasan brucellosis maka direncanakan dengan sistem target. Target yang pertama adalah wilayah, dimana wilayah yang diprioritaskan adalah wilayah paling beresiko tinggi yaitu Kecamatan Jatinom dan Tulung, sedangkan untuk dua kecamatan yang lain sebagai prioritas wilayah berikutnya. Target kedua adalah jenis populasi, populasi sebagai obyek surveilans adalah sapi betina dewasa (sudah bunting), dan obyek utama vaksinasi adalah sapi betina dewasa dan pedhet betina. Kegiatan depopulasi sapi reaktor dilakukan dengan sistem penjualan daging sapi reaktor, dengan pemotongan  bersyarat  dibawah pengawasan petugas. Kompensasi yang diberikan berupa tambahan dana untuk membeli ternak baru, jadi hasil penjualan daging sapi reaktor ditambah dana tambahan dari pemerintah digunakan peternak untuk membeli ternak baru. Sistem kompensasi ini diharapkan dapat memberantas penyakit, tidak merugikan peternak dan beban pemerintah tidak terlalu berat. Meskipun apparent prevalence nya sudah diatas 2% tetapi program test and slaughter direncanakan untuk mempercepat pemberantasan.
Program Vaksinasi direncanakan untuk 7 tahun, asumsi program pada tahun ke 5 sudah tervaksin 100% (tiap tahun proporsi ternak yang divaksinasi adalah 20%). 2 tahun terakhir untuk evaluasi program, sehingga pada tahun ke 7 semua betina dewasa  dalam usia yang sama dengan reaktor sudah tereliminasi secara alami, dan tahun ke 8 merupakan populasi bebas dari reaktor. Vaksin yang digunakan direncanakan menggunakan strain RB 51 yang tidak menimbulkan hasil positif palsu pada pemeriksaan serum konvensional, sehingga mengurangi biaya tagging ternak dan perwatan pasca tagging.
Kabupaten Klaten terutama pada 2 kecamatan target tersebut ternak merupakan sandaran hidup utama bagi masyarakat maka pelaksanaan program diharapkan dapat sukses. Kesuksesan program akan membantu meringankan beban kerugian ekonomi yang diderita masyarakat. Untuk itu perlu strategi pendekatan kepada masyarakat. Sosialisasi dan kesadaran masyarakat dalam mendukung program perlu dilakukan. Sebelum pelaksanaan program akan dilakukan kegiatan sosialisasi atau penyuluhan baik pada skala pejabat desa, kelompok-kelompok ternak ataupun masyarakat langsung. Apabila kesadaran peternak sudah tumbuh dan mengerti akan pentingnya program tersebut diharapkan untuk selanjutnya masyarakat mau dan mampu untuk secara mandiri melakukan vaksinasi brucellosis.
Hambatan-hambatan yang mungkin ditemui.
            Program yang direncanakan kurang lebih 7 tahun sangat rentan dengan berbagai masalah. Masalah-masalah yang mungkin ditemui adalah;
·         Pelaksanaan test and slaughter tidak berhasil, ternak tidak boleh dijual dalam bentuk daging.
·         Ternak tidak boleh divaksinasi dengan alasan akan menurunkan produksi.
·         Ternak tidak boleh diambil sampel darahnya, takut jika ternyata ternaknya merupakan reaktor.
·         Waktu pelaksanaan kegiatan yang bersamaan dengan waktu kerja masyarakat.
·         Petugas pengawas pemotongan ternak dan petugas pengawasan lalulintas ternak yang lemah.
·         Kurang sumber daya petugas dalam pelaksanaan program.
·         Dana kegiatan berhenti ditengah program.
·         Komitmen dinas dalam jangka waktu 7 tahun ada kemungkinan terjadi perubahan kebijakan.
·         Mobilitas ternak yang terlalu tinggi.
·         Recording terhadap ternak yang tidak rapi.


ANALISIS EKONOMI PROGRAM PEMBERANTASAN BRUCELLOSIS DI DAERAH RESIKO TINGGI KABUPATEN KLATEN

            Parameter yang digunakan dalam penghitungan kerugian dan pelaksanaan program adalah parameter ekonomi dan parameter epidemiologi, dimana masing-masing menggunakan dasar data laboratorium, studi pustaka, data lapangan dan informasi para ahli.
Untuk parameter ekonomi adalah:
Nilai dan harga pada parameter ekonomi diperoleh dari survei pasar dan kenyataan yang ada didaerah pada saat ini.
Parameter epidemiologi yang digunakan dalam analisa adalah:
Parameter epidemiologi diperoleh dari data lapangan, hasil laporan laboratorium, studi pustaka, dan hasil penelitian-penelitian sebelumnya.

Evaluasi Kegiatan tahun 2010
            Pada saat kejadian wabah tahun 2010 merupakan kasus baru dan pemerintah daerah Kabupaten Klaten dalam hal ini Dinas yang membidangi peternakan belum memiliki strategi penanganan, maka pada tahun 2010 belum dilakukan kegiatan penanganan kasus brucellosis. Kebijakan sementara yang dilakukan oleh dinas adalah isolasi terhadap ternak reaktor agar tidak dijual dengan cara pendekatan kepada pemilik ternak. Tidak diketahuinya berapa angka prevalensi pada saat itu menyebabkan semakin sulit untuk mengambil kebijakan yang lebih kongkrit, ditambah tidak adanya dana jika harus melakukan kompensasi ternak.
            Evaluasi kegiatan tahun 2010 adalah evaluasi kerugian ekonomi yang ditanggung oleh peternak sebagai dampak langsung brucellosis pada kegiatan produksi peternakan dan dampak tidak langsung. Rincian Kerugian ekonomi tahun 2010 pada Tabel 1.
Program Tahun I
            Program tahun I direncanakan melakukan kegiatan desinfeksi dan disposal, tukar ternak reaktor oleh pemerintah daerah, surveilans, penyuluhan, pengadaan leaflet, pengawasan lalulintas ternak dan vaksinasi terhadap ternak target yaitu sapi betina dewasa dan pedhet betina. Proporsi hewan terkena brucellosis diasumsikan masih sama dengan pada tahun 2010 karena pada tahun tersebut belum dilakukan kegiatan apapun. Kegiatan program tahun pertama diharapkan sudah dijalankan diawal tahun sehingga diharapkan kerugian yang ditanggung akan semakin berkurang. Parameter kerugian secara epidemiologi diharapkan sudah menurun, misalnya angka keguguran menurun dari 15% menjadi 10%, angka kematian anak sapi menurun dari 10% menjadi 6% dan seterusnya. Pada Tahun pertama program diasumsikan dapat melakukan tukar ternak reaktor sebanyak 90%. Rincian kerugian secara ekonomi dan biaya program tahun I pada Tabel 2.
Program Tahun II
            Program tahun II melanjutkan tahun sebelumnya, melakukan kegiatan desinfeksi dan disposal, tukar ternak reaktor oleh pemerintah daerah, surveilans, pengawasan lalulintas ternak dan vaksinasi terhadap ternak target yaitu sapi betina dewasa dan pedhet betina. Pada tahu II ini penyuluhan tidak dilakukan lagi karena semua kegiatan penyuluhan sudah dilakukan pada tahun I. Vaksinasi pada hewan target dilanjutkan 20% populasi berikutnya. Karena pada tahun sebelumnya sudah dilakukan tukar ternak reaktor sebanyak 90% maka diasumsikan proporsi hewan yang terkena brucellosis sudah berkurang sebanyak 90% juga, sehingga diasumsikan pada tahun II ini proporsinya tinggal 0,5%. Kegiatan tukar ternak reaktor pada tahun ini diharapkan dapat dilakukan 100% diasumsikan jumlah reaktor semakin sedikit.  Sebagai dampak positif dari Program tahun I dan II maka terjadi penurunan pada berbagai faktor kerugian. Rincian kerugian secara ekonomi dan biaya program Tahun II pada Tabel 3.

            Program tahun III merupakan tahap pertama pemeliharaan status. Pemeliharaan status dimaksudkan karena pada tahun III ini sudah tidak ada lagi hewan reaktor. Apabila hewan reaktor sudah 0 ekor berarti penghitungan kerugian secara ekonomi terhadap dampak langsung produksi peternakan sudah menjadi 0 rupiah. Pada tahun ini kegiatan yang dilakukan hanya surveilans, melanjutkan vaksinasi ternak target dan pengawasan lalulintas ternak. Vaksinasi terus dilakukan sampai dengan 100% ternak target tervaksinasi semua, dan kegiatan surveilans terus dilakukan sampai dengan akhir program untuk bahan evaluasi. Pengawasan lalu-lintas ternak penting untuk ditegakkan karena merupakan salah satu pintu resiko tertinggi dalam penularan penyakit. Rincian biaya program Tahun III pada Tabel 4.

Jumlah kerugian yang ditimbulkan akibat brucellosis pada tahun 2010 memperlihatkan angka yang sangat besar yang ditanggung oleh peternak. Angka tersebut akan terus membesar jika tidak dilakukan tindakan pengendalian dan pemberantasan. Pada program Tahun I memperlihatkan adanya penurunan kerugian yang merupakan dampak langsung ± 31%, pada program tahun II penurunan kerugian ± 93% dan program tahun III mencapai 100%. Pengeluaran tidak langsung yang merupakan biaya program pengendalian dan pemberantasan terbesar ada pada tahun I program, tahun II menurun ± 52% dan tahun III menurun ±75% . Pada Tahun I program merupakan langkah awal kegiatan, yang artinya hasil dari kegiatan tahun I merupakan investasi untuk tahun berikutnya. Kegiatan penyuluhan dan pendekatan kepada masyarakat difokuskan pada tahun I dengan tujuan memperoleh dukungan masyarakat dalam pelaksanaan kegiatan. Untuk tahun ke IV dan selanjutnya biaya program dalam kisaran rupiah yang sama dengan tahun III. Jika melihat kerugian yang menjadi Rp 0,- maka program pengendalian dan pemberantasan ini sangat layak untuk dilakukan.
            Dengan keterbatasan dana yang dimiliki daerah maka pemberantasan dan pengendalian  dapat difokuskan pada daerah yang paling beresiko tinggi (daerah target) dan selanjutnya dapat di kembangkan ke daerah beresiko lainnya. Apabila dalam penggalangan kesadaran masyarakat dapat berhasil diharapkan masyarakat dapat secara mandiri melakukan vaksinasi untuk ternak-ternaknya, hal ini tentu akan sangat membantu kesuksesan program dan pengurangan biaya yang ditanggung pemerintah daerah.

KESIMPULAN DAN SARAN
·                Program Kegiatan Pengendalian dan pemberantasan Brucellosis di Kabupaten Klaten layak untuk dijalankan.
·                Melibatkan seluruh komponen masyarakat terutama tokoh masyarakat dan peternak untuk mendukung Program.
